It could be that verticals have tires because it’s more common to use varying width blades and the wheel shoulder length necessary for the narrow blades used in scroll cutting would not be able to adequately support wide blades. OTOH, large woodworking resaws are usually vertical have no blade twist and don’t use tires. Similar situation where the blade width does not need to be changed, wide blade is desirable, so might as well design it so blade stops against a shoulder and teeth hang in air.
