Symptoms of a warped wheel are difficulty tracking or centering the blade on the wheel. Remove the blade from the upper and lower wheel assemblies. To install the tire on the new wheel: Align the bottom half of the tire with the bottom half of the new wheel and carefully begin stretching the tire into the groove surrounding the wheel.

But the belt issue is still at hand. Having sat so long, I can imagine that it will either need to be replaced or its tension adjusted, which requires removing the wheel.
Yes you have to remove the set screw pull the pin out it will pop right off with a little work grab the wheel at 9 and 3 o’clock work it off. You HAVE to get the key out then you will be able to turn the wheel which will help aid in getting it off by HAND ….DO NOT USE TOOLS OR CROWBAR please. Once the wheel was off, the tire install was a piece of cake using a few spring clamps like Nealius said.
I bought a Delta 28-190 12″ bandsaw over 20 years ago and it’s time to change the tires. I’m under the impression that most bandsaw wheels are held on with nuts, the top one with a right-hand thread and the bottom with a left-hand thread. This Delta is different. The top wheel is retained with a large flat-head slotted screw and the bottom wheel is held on with a hex-head screw I’ve reefed in both directions with the supplied allen wrench but I can’t budge it.
